Sounds good to me.   

Driving without a license? That's a mandatory $900 civil penalty, in addition to the ordinary $100 for a fine and court costs.

 

   So what happens if they are an illegal without a license?

They will be made a citizen, given housing and financial assistance so they can afford to drive around in their Cadillac Escalade to a predetermined site where they will proceed to protest that the US government is keeping them from getting their piece of the pie.
