Torsion Bar Adjustment

How can you get an equal and accurate height measurement when adjusting the torsion bars?  In the past i have used a ruler, but is there a better way?  It has been about 30 years since i have played around with my front end height, and i have forgotten if CW is used to raise or lower the height.  Is the alignment compromised when changing the height?

I measure to the fender lip
tightening the bolt raises the car & yes it will affect wheel alignment
Make SUre the weight is off the wheels when you do the adjustment
