Is there be a difference between 383 and 400 blocks..???

yes there is a difference between 383 and 400, the 400 actually has a bigger bore or piston than a 440 but has the smaller stroke of a 383. Using a stock 400 block you can go to 512 and using a 440 block I think it is like 546 or something like that. Going much over 500 and you have to start resorting to chevy sized journals and exotic oiling setups. I have heard from an excellent machinist that for a street driven engine a 451 or 477 is plenty and will have decent longevity. I personally plan on making my stroker engine a 477 or 496.

increasing the size is not nessisarily the only goal , I have heard of 570 ci low deck B engines ... this is OK for short life Race engines where rebuilds are regular & the budget will support the maintainence but as stated above problems arise with very short pistons which are not as stable in the bores which can fail the piston with collapsed skirts or poor ring seal with rings over the piston pin or just th episton rocking from being short , also you lose rod ratio which will lead to higher fuel consumption, higher loads on the piston sideways & more stress on the con rods , possibly lower torque output & premature wear
 for street/ strip applications I tend to lean towards Less = More , I like the conservative 451 [440 crank & rods ]or 470 ci low deck or the 512 High deck [1/2" crank & 7.1" long con rods ]  , these offer good rod ratios , good engine life & excellent power , without exotic oiling systems

Am I getting this right CP ?  Within reason, a longer rod ratio is preferable ?  Less friction, less vibration etc.

there are a ton of theorys on this , if I had lots of cash I would build a stroker a # of different ways just to see exactly what the differences are But for sure longer rods side load the piston less & move away from TDC slower allowing a more complete burn & more time for the pressure to push on the piston generally increasing torque & fuel milage
