You should have a double female belt on both the inside of the driver and passenger seats, one hooks to the lap belt the other to the shoulder belt.
Snakeoil does a fantasic job of restoring belts but they're not cheap. if all you need is to freshen up the color you can buy a box of RIT dye anyplace and soak them in it as the labels says, fast and cheap. no way to save your tags from getting colored is the only draw back.
