I would make sure that I had their request in writing and if you do have to pay above and beyond make sure that is documented as well. This guy is trying to fleece you and intends on pocketing the money. Like someone has already mentioned, this guy answers to someone and I would be getting someone higher up involved - Probably would be his Uncle. It would be my luck that that person would want a piece of the pie as well and then the pie would get bigger.
