Found it, this is the passenger side. The holes outlined in yellow are pre-punched in the underskin.
The holes outlined in red are in the field and not marked.
Drill the yellow holes first, in the center of the punch-outs.
Then, take the opposite side scoop and line it's studs up on the UNDERSIDE of the hood. Mark the last locations that need to be drilled that way.
Check 8 times, drill once just to be sure, I have not done it for a decade or two..........
