 Something else I thought of-
Wiring diagram shows nothing going thru the fuse box.

Wiring diagram shows a separate circuit breaker for the 3 speed wipers. But none for the 2 speed.

So, what keeps it from drawing too much current ?

my bet is if the motor works properly in every way when using a jumper the problem is in the switch or harness not the motor maybe the conacts are dirty or corroded in the switch ???

can,t you take out the switch,run jumper wires directly from it to the motor bypassing the wiring harness,if it works its in the wiring harness,or am I missing something?

74Mopar-
Your description of the motor working, but the arms only making a half swipe and stopping leads me to believe I may have your solution!  if you remove the driver side cowl screen to get to the linkage, you'll see a piece of metal shaped like an "s" which attaches the motor to the linkage.  This piece (don't know exactly what it's called) allows the motor to turn the blades in an elliptical motion.  I had the same problem you describe.  I detached the "s" piece from the motor, and bumped the motor switch until I could reattach it to the motor without bending/stretching anything to make it fit.  (the hole on the "s" piece is shaped kind of like an oval and it will only fit when it's lined up properly.)  Sounds like your linkage is not moving freely, which will prevent the wiper arms from making a full pass.  

This worked for me, and is certainly worth a try before paying anyone to rebuild the motor.

Thanks Mike,
 I have the wiper arms disconnected at present time, so there is no drag. Even without them attached, the motor only goes 1/2 turn. When I did the direct jumper test , it did allow the arms to move completely thru their travel.
 Put car back in the garage as it has been raining here.

I am starting to think the engine side wiper harness connector has loose connections internally. Still don't know what would keep it from drawing too much amperage ??
