There is an Ebay Stores Customer Support Line. The Phone Number is 866-322-9103. First Option #1, Second Option #1, then you get a live human, but they haven't been able to help me. They said that a different department handles the restrictions and they only deal in Email. The people on the phone are nice. Here is the standard email that I keep getting.

Hello, Thank you for your reply. Please check my feedback as I have
already started receiving positive feedback for the sales of the DVDs. I
need to have the restriction lifted, so that I can sell the rest of them
in time for Christmas. Waiting 90 days is not an option. The only person
that you are hurting is me, and what have I done to deserve this? I have
alot of money tied up in these DVDs, and I need to sell them, so that I
can have money to pay my bills. I know that Ebay CAN lift the
restriction on my account, so that is what I need you to do. It is not
right that you operate like this. I have pleaded my case, and there is
NO REASON why you shopuldn't lift the restriction.
