Automatic Down Shift

Have a slant 6 with auto that does not down shift after pressing the accelerator completely to the floor. There is some kind of 'down-shift rod' that one end is connected to the accelerator rod and the other to the tranny, this all seems to be working as designed but just no down shifty??? This is occuring throughout all the rpm ranges.

might need to adjust the rod. the rod should go from the carb to a pivot, then down to the tranny.

Make sure all the springs are installed as in this pic. If so,lengthen the rod more.
