The "Hemi fenders" were the standard fenders, with a rolled lip. Chrysler did it to ensure that the 15" wheels, with their F-60s on them, did not rub in turns. These fenders were also available on ANY E-body that was optioned with the 15" wheels, and were, as I understand it, automatically part of the package when a car was so ordered. With that said, I am certain that there were some that did not get the rolled lips, and still left the factory with 15" wheels installed. Just because the factory did it, does not mean that it needs to be done for tire clearance. The proper wheel offset will work great for getting some truly large tires under the fenders.
