pic resizing

I have downloaded a pic resizer and have no trouble knocking the pics down to under the 300kb limit but is there a way to lower the kb's but still have a decent sized picture? By the time I get the pics down to a manageable kb size the picture itself is not much bigger than a thumbnail.

When I post pictures I resize the width to 800 pixels, then save.

When I resize my pics I have to choose 350x350 pixels which gets me like 268 or so kb. The limit is 300 right?
