removing a 68 flip style fuel door. What's up with these 3 weird bolts?

I am trying to remove a 68 cuda flip style fuel door.  What's up with these 3 weird bolts?  There has to be a special tool to remove them but I can't find one online.  Someone PLEASE help me get this chrome fuel door off so I can prep for paint.
