It's definitely illegal, if you do swap out the cluster you have to get a new title with the new mileage and real mileage printed on it showing when it was done. Really, it's way more trouble than it's worth unless you HAVE to swap the cluster. Like if something is wrong with the old one, you still need to get the same bunch of DMV paperwork done and approved.
