Dash pad painting

Hi,
I'm going to paint my dash pad in black finish.  I wuold use specific prep for plastic before painting it.  But my concern is about the right surface preparation.

do you think sanding it with medium abrasive paper should be the right choice ?

No, I wouldn't sand it. I would check out the line of SEM products. They have a prep-spray that will remove all oils from the dash pad. From there you can use one of their dyes.
