Do you have Microsoft Office on your computer?
If so, just open your picture with Microsoft Office Picture Manager.  Then after you open the picture click edit picture from the tool bar.  There is a resize tool there.
I use "web small" from the predefined width and height drop down.
There are a number of free online resizers available if you don't have MS Office.
Or you can open a photobucket account for free and upload your pictures into your photo album.  Then if you want to post a picture online just copy and paste a link to the image from your online photo album. :2cents:

I just open the picture with ms paint, which every pc has, and choose "image", then "stretch/skew", and type in for example 50%/50%, which I think makes the picture about 4 times smaller. Play with it till you find what works, but dont keep shrinking the original. In fact, make a copy...dont modify the original, and try to shrink it only once to the size you want, cause each time you do you lose a lot of resolution and clarity.
