Sheet metal on drivers side

My son and I are restoring a 72 Cuda.  We are stripping it down and going to have it media blasted to get rid of the old paint and rust.  Next is to replace the rusted out panels.  Then paint.  I hope that's the right process.  While stripping the interior we found some sheet metal on the floor.  It looked like it was protecting the wiring runing by the drivers door.  Is it suppose to be there?  I have attached a pic.
