What is this orange thingy?

A number of years ago I was in a scrap yard and saw two semi-demolished Challengers
With the tools I had I ripped out every part I could in about 45 minutes before the place closed. One of the electrical doo-dads I collected was this orange thing. Anybody know what it is and/or what it does? The big red and yellow wires makes me think start circuit, but.....

I'm pretty sure it's the power modulator for the flux capacitor. I'd hang on to it, those are rare!

Man, not those flux capacitors again! I thought maybe it had something to do with the poly-phase grid.

What does the seat belt interlock do?  Does it make you have the belt on before the car starts or something?
