How Are Wheels Measured?

I am asking because I've read two different figures for my '66 Plymouth Fury.

A Car Life road test lists wheel size as 14x6" with 14x5.5" as an option for a '66 Plymouth Fury VIP (383).

But the 1966 Plymouth Fury brochure lists 14x5" as wheel size. (Wagons: 14x6".)

How are they measured and can they be measured with the tire on?

I believe they are measured between the shoulders where the bead of the tire sits not the outside or the wheel.

 they are measured from inside the lip making it more difficult to get an accurate width
