mounting horns

I have a set of horns to mount in a 71 Challenger.  The bracket on the horn is threaded and the hole in the fender well is threaded.  Can anyone tell me whats going on here.  I can't get them bolted in and snug up against the fender well.

Maybe I have them in the wrong holes.  I got two holes on the passenger side.  There is a threaded hole next to a non threaded hole.  The prong on the horn bracket seems to fit in the non threaded hole and the bolt is the same threads as the threaded hole.  Does anyone have a picture of where they mount.  Also is the windshield washer bottle the same on a 71 chally as a 70.  Or is the 71 different from all the other years.

yes the mounting tap fits in the hole and the bolt threads into the fender beside it

Threaded horn brackets are newer. 70 & 71 cars just had a hole in the bracket with the threads in the inner fender.
