how 727 governor works?

I'm disassembling my tranny (the car's still in pieces too). I pulled the governor valve, shaft, weight assembly and it seems everything is ok. However my tranny had very early upshifts and no kickdown.
In Munroe's book there is a word about "a spring that keeps governor valve closed" at stop - where is it? No evidence on pictures and I guess the governor works by centrifugal force - the weight assembly is heavier than governor valve and with output shaft rpm increase the shaft pulls the valve and reveals the governor orifice thus increasing governor pressure.
But.. what keeps the governor valve at cloed position when the car is stopped? It seems that both valve and weight can rock on the shaft and move freely in the governor housing bore.

The spring you're talking about is inside the governor weight. You have to remove the small c-clip on the weight and it will come apart to reveal the spring.

Yes, I'm aware of that small spring that holds small weight inside the larger weight. However the larger weight slides freely on the rod as well as the valve at the other end. This spring does not force the valve to stay at closed position when the housing is not rotating.

Hydraulic pressure holds it there when you start the engine. When you start the output shaft spinning,the centrifugal force fights the hydraulic pressure and makes the weights "sling out".
