I think that is just a 7805 chip build, same as some of us have done for ourselves.

I can't understand why so many people put a separate heat-sink on them.  The back of the Rallye dash or a piece of underdash chassis steel is the best heat-sink that you can ever want.

Ya, a heat sink the size of an e-body should do the job nicely

I never put the capacitor on mine. I figure the gauges aren't very picky about getting a nice 'clean' 5 vdc.

Yeah totally - the gauges normally get a 0-12 volt square wave input.

But I did put a cap. on my regulator input side just in case the chip didn't like the alternator etc. spikes.  Probably also unnecessary.
