Front bumper question

I was crawling around under the car this morning and noticed that my inside bumper brackets don't line up with the holes in the bumper by almost a foot. I noticed that the angle in the bumper was shallower than the header panel and the filler between the bumper and the grille when I was working on the header panel, but just assumed that someone had run the front end into a wall or something. Can someone identify what year the bumper is off of?

I don't see slots for the jack, so I'd say this is a 70 or 71.

No jack slot in it. There's a notch and a hole on the bottom of the bumper on each end.


What I was going to do was cut a notch and re-angle it to match up better with the header panel line, then paint the bumper to match the body. Would that be a dumb idea now? If it's a hard to find piece I would rather chop up something a little less valuable.
