I tried finding some info on hooking up the tach on my rallye dash but found very little. I know one wire goes to the - negative coil but what about the other connector? Does that just go to a power source?

Yes. Should be a blue wire that goes over the terminal like the other gauges. If you don't have one, tap into the wire supplying the voltage limiter.
