I think the hole you are talking about is a drain hole for water or gas overflow.
Your ring should look like this one http://www.monicattichrysler.com/comersus/store/comersus_viewItem.asp?idProduct=4262#

Found this one.  Looks similar to the cap that was under my old Challenger flip top.

From removing my flip top, the main piece that the screws go through holds the backing place in. There should be no screws in the trim ring at all.

Easiest way to get a cap that works for a 71 is to replace the tube with one out of a 72 to 74 Cuda.

That's what I did with my 71 Challenger. After buying a locking cap off of Ebay, it didn't fit either. I had a later style filler tube and used it instead.

I've been trying to find a non-locking, vented cap for my 71 style filler tube.  I sure hope the only solution isn't to change the filler tube?

I recently installed one of the pg flip tops on a new aftermarket qtr. and had the same problem. I ended up grinding the backside of the flip top housing where it meets the trim ring until the housing pushed against the bent tabs to hold it tight against the qtr.

I found an aftermarket locking gas cap (from previous posts) that fits well but doesnt twist on or off. The two tabs that release with the key hold the cap on tight against the filler neck.
