My question is he says its a 1970 dodge charger 500 SE, by looking at the vin is that what it is ? I know its a dodge charger 500. But like i said im trying to see if its the charger 500 SE model.

There is no way to know by looking at the VIN for a '70 Charger.

 Look for A47 on the fender tag / broadcast sheet or other original paperwork.
