If the linkage that closes the outboards are out of adjusted it can hold the plates open a little. Other wise the outboard carbs open under venture vacumm. The signel comes from the center carb. When the volume in the center carb is great enough it signels the outboard carbs to start to open. Once this happens the air draw on the outboard plates gets so great it over takes the diaframs and they open all the way.
