Have small chip in my new paint job, the paint shop gave some of the paint in a touch bottle, how should I go about fixing the small chip, clear coat base coat FE5 Rallye Red.

How big is "small"? If it's an 1/8" or so, I'd use a fine tip artist brush and dab a wee bit of colour in the bottom and once it's good and dry, I'd do the same with a dab of the clear until the hole was filled right up. If the original painter put enough clear on it, once everything is good and hard, you should either be good enough or you could take some 2000 grit and very gently sand it smooth and repolish. very small about 1/16 x 1/8, but it is all the way through the primer

I agree with everything jimmynick said. You'll of course need the color and the hardener for the red paint. You can skip any reducer.
