Rad differences?

Is there a difference between a downflow and a crossflow rad?

Cross flows are supposed to be more efficient, dirt in the system also is supposed to drop out and fall down and not block tubes, in reality the lower tubes block completely. If the water jackets are dirty and not cleaned of core sand as I have found most fraud motors (in Australia at least) then it becomes a major problem, at least radiator shops have a steady supply of business.
