70 Cuda 440 /6 "special" Fender Tag - what is it?

I'm looking at a beautifully restored 70 Cuda 440 six pack, pistol grip with shaker painted Limelight. However the VIN codes correctly but there is no fender tag.  There is a tag, similar to the Transam tag, but it says "SPECIAL".  It is supposed to be original but the owner is out of town and could not be asked.   What is it?

could be a special handling pkg which was special detailing before delivery

I haven't heard of a "SPECIAL" indicator on a Mopar tag, but I used to own a '68 Firebird 350HO. It had the word "SPECIAL" stamped into its cowl tag. The "SPECIAL" indicated that the car was special ordered. In this case, the car was ordered with a color that was available for 1969 models -- making it very rare. I'm not sure if that's the case here or not, but I thought I'd mention it just in case.
