Every thing else works perfect.
I got an "extra leg" for a wire on the switch, with no wire on, but it got pos. power at all time..
That is the B/U terminal and there is no connection made on that terminal. Yes, you should see 12 VDC all the time. That is the after side on the internal circuit breaker. The before side is the B terminal.
Ok, here is a test you could do with the socket disconnected. Check the resistance between the B terminal and F1, you should read nothing in the off position, 0 ohms at the first click and then down to -30 ohm at the fastest speed. Do the same between the A terminal and F1. You should get the same results. If you are seeing the reading drop off to nothing and come back as you are moving the knob, the switch is an issue.
