I bought some parts for my road runner froma local guy that had a parts car and he mentioned after the shell was stripped the vin plate was promised to a guy who retored cars and obviuosly swapped vins-Sattelite to road runner etc.I also know an engine  machine shop that told me they have a guy who can restamp an engine or trans to make it numbers matching.

Do the Feds have jurisdiction in Puerto Rico?

I'm not condonning it, but it really makes me mad that I put my heart, soul and thousands into my car only to have some MOPAR guru say "it's only a 318 car" and it has happened to me more than I care to say. I would love to have a 340 VIN to place on my dash at car shows, in fact I would love to have a Hemi VIN just so I can say i took out the hemi as I like 340's better-just to get them guys. And yes who cares what people like those idiots say-but I tell ya', it really pi$$e$ me off and yes re Vinning a car does too

One of my neighbors is a cop with the stolen car department. I was thinking of mentioning it to him to see what he thinks about it.

Clones/tribute cars are widely accepted these days, I wouldn't have a problem with someone taking it to the level that they cloned/tributed the VIN as long as they did not attempt to represent it as an original, particularly when selling the car.  In fact I'd probably admire the attention to detail going to the length of replacing the VIN :)  Properly disclosed, I don't see a difference between that and the reproduction window stickers/broadcast sheets.

Now restamping the block seems a bridge too far.  I can't see a reason to do that, other than to misrepresent the car.
