Yes, valley pans can be reused. I put Gaskasich on the valley pan to help with sealing. If you want to use gaskets instead, that works too.

the gasket set I think works comes with 2 sets...so should I just use 1 set on the top or take the pan off, clean it and use all 4 gaskets, bottom and top of the pan?if I just use the top.should I use something like copper tack on the gasket surface?...thanks

I would use the 1214 FelPro pan with the blocked heat crossover , & use a paper gasket under the pan against the head to stop any oil leaks

should rtv be used on either side?

RTV is not gasoline resistant.  Therefore it is better to use something that is.

I would use both paper gaskets if the intake bolts will still line up and can be inserted-this may not always be possible.  If not, then use one below the metal gasket as suggested.  In some cases, you may not be able to use any paper gaskets.  Be sure to use some sealant to try to prevent oil and vacuum leaks when using one, or none, paper gaskets-not rtv, however :)
