Broke another valve spring today and have decided to replace the whole set. Instead of removing the heads would an OH spring compressor be OK to refit the new springs?

Sure I've done it a few times. Just make sure the piston is at TDC for each set of springs you remove.

I've done valve seals on small blocks pumpin' up cyls w compressed air. I dont think it be an issue. Rap the keeper/retainer once or twice with a mallet just to make sure things are loose before hand.

No problems damaging the springs with the hooked end of the tool? Thought that might have something to do with mine braking.

the Mancini one bolts down onto the rocker shaft pedestals & just presses down on the retainers, no hooked ends , sounds like the springs are under speced for the cam

Thanks for the link. A little pricy, if I were a mechanic it might make sense. This is hopefully a one time deal. I'm currently working on a home made version using an old rocker and shaft.
