Need Help with Brakes

I cant figure this out.  I am getting fluid to the rear brakes, but not the front.  I loosened the nut to the inlet side of the brake metering valve (line coming from the other valve that has the switch) and there is fluid going in to the metering valve, but not coming out.  The car is shut off and igntion off when I am trying to bleed the fronts.  Anyone know whats happening? Whats keeoing the fluid from getting intothe front brake lines?

pretty much has to be a problem in the proportioning valve if fluid is getting to it but not coming out the other side of it .

I recently took my Prop valve off and cleaned it.  I soaked it in Evapo-Rust for a day, and then put it in mineral spirits for a few hours to flush it. You might be able to put some air pressure into it to see if it comes free.

Thanks guys, these parts havn't been used in 30 years, probably a little gummed up internally.  I will take it off and try to clean it up a little.
