Read all the posts both here and on MP concerning moving bumpers inward and eliminating the filler strip, but, all the posts seem to be Challenger related. Is the process of redrilling the bracket holes on the front brackets the same for a Cuda? Just want to make sure before I start cutting new holes. Also on the rear brackets, would the process of cutting and shortening them be the same?

Yes, it's identical in process.
Regardless of your year of car, you can uses the 70-71 bumper brackets, and then mount them to your car.
I took my 73 brackets, shortened them, and moved them in.

I'm closing in on redrilling my cuda brackets per this thread (has great pictures)... yes a Challenger related one...

I know the square hole is there on my '73 but need to measure it to be sure it will work. Have you measured it on yours yet?
