It's been a while since I had drum brakes, but I seem to recall that I had to drive backward and hit the brakes to get the brakes "adjusted."  Sometimes it took a few stops to get them to work right.  Who knows, it may help you.

My 69 charger has factory disc brakes and stops really well.  Our 70 chally has manual drum brakes and also stops fairly well too, however, they do have a different feel than other brakes.  I think stopping also has a lot to do with the material used for the shoes.

I had a drums on my convertible and the car would slide on the road when I did hard breaking.  So I put disc brakes on it.  First bought a conversion type (slider) and was happy with them.  Then changed over to a pin brake system that was similar to what the cars that had disc had in them originally.  I upgraded to the 11.75 disc setup though.  I grew up with cars that had failing brakes all the time so I am very picky about how the brakes feel.  The only difference between the slider type and the pin is the brakes wear more evenly with the pin style.  I really liked how they stopped in contrast to the drums.  To me it was a pretty big difference.   On the other had I pretty much went through the suspension replacing everything and added sway bars front/back so you would expect a big difference in handling.
