I have been told multiple times that my taillight issue could be a ground problem. I traced the black wire up until under the dash by my switch panel. I was told there should be a black ground wire attached to metal. I have been unable to find this wire. I have always had the headlights when I turn the switch on. The brake lights are working how, but still no taillights. I have switch bulbs and clean the light socket.  Also I tried to take the switch panel but when I unscrewed the bottom screws it seems that the top of the switch panel is still caught on something. Is there another screw underneath?

The ground is the car body. You will not find a 'ground wire' in the rear light harness. Make sure that the light housing that your tail light sockets plug into are clean. The connection between the tail light housing and the light socket is your ground connection. This is why you must have the lights plugged into the sockets to check your lights. Check your fuses. You may have a blown one. After you have done that, and still no lights, use the volt meter and determine if you have 12v for the tail lights present at the kick panel connector. I don't remember the wire colour, will check the print tonight and post if nobody beats me to it.

The black wire is the 12vdc for your tail lights. Powered by fuse #4 in the fuse block.
