Whats the best way to remove the leaf spring shackle or do they make a tool for the job?

After taking the inside piece off they just pull out.  The shackle pins could be all rusted up inside the bushings though.  That would make them harder to remove.

With the back of the car on jack stands(supported at the frame) you can jack up the rear end housing to take the load off the shackle.

There is a bracket that's supposed to be there.  It goes from the frame rail to the bumper guard.
