Glovebox parts

Hey, finally reassembling some interior parts on my challenger (70) after taking apart in 2001.
I have a bag of parts labelled glovebox...everything looks pretty straight forward except the washers i have circled in the pic...not sure if they belong??
Any help??

My guess....

The square "U" part of the latch that screws to the dash frame and the top of the glove box opening may have stripped out holes and somebody may have been using those to screw into ?

Just a guess though...kinda hard to tell with your picture.
