Gauge or sending unit not working?

I just installed a new set of aftermarket gauges and a new fuel sending unit.  I have a fuel cell in the car. Problem is the fuel level gauge doesn't read past 1/4 tank even when there is more fuel in it.  This is the 2nd sending unit I put in it. The first one wasn't the correct length, the new one is supposed to be. Which is the best way to check accuracy of both?

do your ohms for sender and gauge match?

They are supposed to match, 73-10, but the gauge came in the pod.  Is there a way to check the gauge for the correct ohms?

I tested mine by using a variable resistor (pot) in place of the sender and proved out my gauge by varying the resistance between 10 and 80ohms.
