Clutch pedal question

This may be a stupid question.....i'm fabricating a bracket to mount a clutch safety swiitch onto. My question is when the clutch pedal is not engaged  is the clutch pedal all the way up against the rubber bumper? Is that an adjustment that Is made once all of the linkage is connected? I'm converting my Challenger from an automatic and unsure.
Maybe i said that backwards. When you release your foot from the clutch pedal is the pedal all the way up against the rubber bumper?

Yes it is all the way up against the rubber bumper or yes it is an adjustment made once the linkage is hooked up and everything is in place? Thanks for your response.

Both , if the clutch is adjusted properly it will sit against the rubber bumper with approx 1" of free play so the clutch adjustment pushes the pedal almost all the way to the top & the over center spring pulls it up to the bumper
