wiper arms 71 cuda

any one know why only two bolts when bolting wiper arms too firewall. there are 3 holes but the under the hood bolt kit I bought only gives you 2 per side. so I dug out the baggy that had originals in it and it also only has 2 per side now I dint disassemble the car so im not sure don't think it would hurt to put 3 in.

Should have three per side. Two are black and the third one is chrome because it holds down the stainless windshield trim.
