extra paint on swaybar bush area from factory

I have been cleaning up my 73 Cuda rear sway bar ready to repaint it, it looks to be a factory underbody sealer car so it had a thick coating of sealer on teh outside edge, while cleaning it up I noticed around the chassis bushing area on the bar it looks like it has a coating of thick silver/white paint applied before the bushing was fitted to the bar, has anyone seen this before and what is it.

It could be excess White Grease that has gone brittle with age and dried out once they coated it. :dunno:

its damn near like enamel paint to get off.

I have known some greses to turn with a lot of weather and age, so good possibilty that is what it was or is buddy. :grinyes:
