That is quite possible. The car had been recently disassembled and painted when I bought it. The paint job is high quality, but the interior and trim were put back together quickly and poorly when I got it. I've been working my way through small issues like this. There isn't a corresponding exposed screw head on the driver's side rear belt trim. Maybe the hole was there when the car was built and never had a screw installed. It is a 440-6 car, built 11/69 and loaded with options, power windows, AMFM, 6-way seat etc. Most of the rare options were missing when I got it and I've been putting them back on.
