Is the a way to tell the difference between a neutral balanced flywheel apart from a non neutral wheel for a 340 engine by looking at it?

Yes , balanced flywheels will have holes drilled in face towards the crank , neutral balanced will be left as cast

Thanks, Oh crap I think I have the wrong one on. Well I hope so anyway because I have a hell of a vibration in the engine!

You should take a look at what Crankshaft balancer you have as well.
