Thanks for all the valuable feedback so far, guys.  Very much appreciated.  The guy values the car at between $35,000 and $40,000, based on the clean body as a main reason.  Nice guy.  Seems honest (I know, I know).

I'd say at least 30-35k. You couldn't touch a nice charger like that for $20k around here. I know because I was looking for a 2nd gen charger when I bought my cuda.

Look for wear on the keys. When I bought my car it was advertised as 50,000 miles but you could tell by the amount of wear on the finish of the keys that it had been around at least once. Wear on the pedal pads could be another indicator.
Good points.  I will check those.  Since you mentioned this, I noticed in the picture that the simulated wood grain on the steering wheel seems fairly worn, too.  That may be an indication of more miles.  Thanks.

the extreme wear on the column where the keys rubbed away the black is a good indicator too. that much wear seems a lot too much for the claimed mileage IMO

The 2nd gen charger is a more valuable body style than the coronet, although I love both.
