1970 440 vapor seperator

I am only posting this question since I could not find the answer in previous vapor separator posts.  Is it the normal function of the separator on a 70 440 with mechanical fuel pump to circulate liquid fuel back to the tank on a continuous basis, not just a few vapors now and again?   Should there be a constant flow of fuel back to the tank?

Sort of correct... Unfortunately that 1/8 restriction is what the reproduction separators have, original separators have a .060 restriction, the return exits the bottom of the separator but the tube extends nearly to the top of the separator, vapors rise so they pass through the return along with a  minimal steady flow of fuel..... Fuel going to the carbs is fed out the top of the separator but that tube extends past the middle of the separator...
