getting 15 volts (fluctuating) all the time

Hi,
My in dash stock gauge always shows that it is charging, and me new autometer gauge shows same.
I don't mind that it is charging, but it is showing 15+ volts all the time.
I have taken the alternator, and the regulator in for testing several times they say nothng is wrong.
I have a good heavy ground cable going from battery to front of drivers head.
I have a decent ground off back of passenger head to firewall.
I also not that it is "pulsing / fluctuating" all the time.
IE if you look at the tail lights, or the headlights etc you can see the flicker.
Any ideas?

well fi the alterhator is putting out 15 v either you have a load in the system like a shorted battery or the alternator is bad or the regulator is bad & is sensing a load
 possibly the person testing them is not doing it correctly , do you have other componnts to switch out to see if the problem stops ?

when i was messing around with all my guages...there all in and working great now......I was getting a constant reading on my voltmeter as well......it was from a second wire putting constant power into it.....you might have a hot wire touching it somewhere....
