I soak nuts and bolts in degreaser and then put them in a bucket and take them to the car wash.
I spray the bolts and nuts with pressurized soap and water. Usually works fine.
Otherwise, I use a wire wheel on electric motor.

I just bought a bolt cleaner from Top cat that uses little stones, vibrates and cleans as it works. 
This also uses evaporust.

Rusty fasteners get a bath in muratic acid and water 50/50 mix then baking soda water to neutralize. Just be careful and follow all precautions!
Don't over do it...
I have a Thumbler's  tumbler I use to polish them. It's my reloading tumbler and I use stainless steel pin media. It works well.
A little dawn dish soap, a little brass polish with water and the stainless pins. Fasteners and small parts too.

I use a bead blaster cabinet I purchased from Harbor Freight and put glass bead inside to clean nuts, bolts, and other small parts.
