70 GTX on the side of the road in Pawley island SC?

I was driving by today while on a holiday outing to Charleston and spied a 1970 dark blue?  What appeared to be a 70 GTX from the grill. It had no hood and a for sale sign but I couldn't stop as I had the family and the inlaws in the Suburban.. just curious if anyone is local and knows the car... condition/price?
